Dr. Ryoko Yamaguchi


President & Founder

Ryoko has over 25 years of experience in K-12 education. As a social scientist with expertise in quantitative research methods, her research focuses on improving student equity and implementing effective school practices to improve student learning. Ryoko holds teaching certifications in Special Education (Learning Disabilities and Emotional / Behavioral Disorder) and has taught K-12 students in psychiatric, residential, and public settings. Ryoko founded Plus Alpha to bridge the gap between research, practice, and policy so that education systems can meet the needs of all students and families.

Mr. Adam Hall


Principal Research Scientist

Adam has over 20 years of experience in education systems improvement. As a practitioner, researcher, and technical assistance provider, he has visited more than 400 classrooms throughout the U.S. He has researched diverse education topics in the field including school funding systems, English language learners, high school reform, and special education. His research expertise is in qualitative research, with a focus on case study methodologies as applied to practical and policy research studies.

Dr. Manyee Wong


Principal Research Scientist

Manyee has over 15 years of experience as a sociologist and quantitative research methodologist. Her research focuses on the nation’s persistent achievement gap and educational inequality. Manyee examines environmental risk factors that may affect the educational attainment of minorities, at-risk, and disadvantaged youths. She also worked as an executive budget and policy analyst at the Department of Administration for the State of Wisconsin, advising the governor on policy and budget issues.

Dr. Futoshi Yumoto


Principal Research Scientist

Toshi has over 20 years of experience as a psychometrician and data scientist. He is focuses on quantitative research with emphases on research design, program evaluation, data mining, and predictive modeling. Toshi is an advanced programmer in statistical and programming languages including: Python, SAS, BayesiaLab, PySpark, Scala, R, SQL, SPSS, WinBugs, VBA, PMML, MPlus and Mode. His expertise includes conducting psychometric analysis of instruments to establish reliability and validity, developing psychometrically sound instruments, and designing complex statistical analysis of “big data”.

Mr. Timothy Frankland


Research Scientist

Tim has over 10 years of experience as a data analyst. Early in his career, he worked in the financial services industry employing VBA, MS Access, and SQL to increase efficiency in performance reporting. Buoyed by a mid-career masters in economics, Tim now provides behavioral economic insights and cost and quantitative analyses that inform health and education policy. He is a SAS Certified Base Programmer (SAS 9) with extensive experience programming in R.

Ms. Deb Greenleaf


 Finance Officer

Deb has over 20 years of experience in accounting and finance. She has earned many certifications in QuickBooks, including the elite Advanced Certified QuickBooks ProAdvisor designation. Deb is also an Enrolled Agent, an IRS-licensed tax professional. She is active in her local Parent Teacher Association, has served on the Board of Directors for her local school district since 2008, and is a member of the Audit Committee for a local Federal Credit Union.
